Neighbor's dogs broke into a fenced chicken yard and killed our chickens.

Hey guys, I'm in a pretty furious mood currently so sorry if this is improperly using punctuation. About an hour ago Mom busted into my room crying and not able to say what was wrong. Now this is pretty rare except for very very bad occasions. From everything I've gathered my Dad went to our back yard to check on our dogs who were barking rather loudly. Now this isn't a rare occurrence considering we live next to a highway and they can hear the vehicles driving by and there are also "stray" not exactly stray but unattended dogs roaming around barking and howling. So dad went out back to check on them only to see three large dogs had broke into our chicken yard slaughtering our chickens. We know who's dogs these are and know that they aren't paid much attention to. One of which when Mom worked at the nearby store would always come onto the front porch covered in ticks, thorns, and matted all to hell. The owners of these dogs just let them roam around and really don't give a shit about them. Sorry about the cursing. Anyway Dad got out and was pulling out the dogs but by the time he got there it was too late. 5/6 chickens were dead and 1 had it's wings and 1 leg were torn to shreds so dad put it down. I understand that they are chickens but they've always been way more than that to us. It's a regular occurrence for either of my parents or I to be out there giving them more feed and having conversations with them and them "talking back" to us. What really hurts though is that they were Easter gifts from my grandparents to me a few years back. My grandmother has been gone for 2 years in this coming August. Mom is still really sensitive about Granny and anything that was given/discussed with her. She also was the one who named them. Anyway before I ramble on anymore is there any thing we could do legally to get the owners to actually take care of their own dogs like people should? We live in Washington State but the laws may be different due to us living on a Native American reservation. Any ideas would be appreciated. By the way this isn't a first offense on these dogs. These dogs also killed the owners grandmothers chickens a few years back.
