After I left my residential building (20 units), a man called out to me and asked if I could let him into the building. He was wearing casual clothing, carrying a clipboard, and what turned out to be a badge. I was a little confused, so I asked him what was it that he needed. He repeated that he needs me to let him into the building. I asked why, and he said he's "from the state here to do an inspection". I wasn't about to just let a stranger in, so I asked him, "Isn't there someone you can call who can help you?" He kind of laughed and said he can't do the inspection properly if people knows he's doing it. I told him I wasn't comfortable letting him in. He said, "But I have a badge, see?" He showed me a badge that said "Department of Truancy" on it. I said again that I was uncomfortable letting him in and maybe someone else could help him. He said it's not a big deal to let him in and that he's from the state and has a badge, and if I let him in, it's easier than if he has to call the cops to help him get in. There was a little more back and forth and I finally just said, " I'm sorry, I can't let you in, but if you need to call the cops, you can." I then walked away, and he also turned away, seemingly frustrated.
My questions are: Do state inspectors do stuff like this? Certainly they have more efficient ways of gaining entry to do their work other than stalking outside the building waiting for someone to leave to let them in? Was I obligated to let him in? Should I have pressed him for more specific info or more forms of ID?
