[CA] 28 year-old is dating my 17 year-old sister

As the title states, an adult guy is dating my sister, who is still a minor. She has a history of behavioral issues and has lived in a residental treatment in another state (Utah, in case that's necessary information) for the past three years. I believe they met two years ago; he was part of the staff at the facility and they became close. In fact, he was let go as the other staff were getting concerned about this behavior. However, my sister and him continued their relationship via Facebook (my parents let her use their phone whenever they visited her, they're clueless when it comes to technology). She returned to live with us back home recently, and since he lives in the same state, they've finally met up in person. My sister was claiming to go out for walks, when in reality, she was going to a nearby park to see him. Based on what've said on their Facebook messages, they've done stuff that counts as sexual, like kissing and fingering. However, the pyschologists that work with my sister and parents have discouraged us from pressing charges against him because my sister would be very likely to deny that the two of them did anything and we don't have his address. I hate the idea of this guy getting away with this scott-free, so I want to know if we pressed charges against him, would the Facebook messages serve as sufficent evidence, since my sister would be uncooperative?
