Is the read/write speed of an HDD depending on the diameter that is written/read at the moment?

Since the speed with which the disk passes underneath the sensor increases with diameter read (since: circonference = P x diameter), the read/write speed of an HDD should increase as well.

At d2 = 2 x d1,

the read/write speed should actually double.

Henceforth Im asking if anyone here knows if this happens and if not, whether or not it would be possible to make it happen.
