Mom is a pill addict, teenage brother is being neglected

This is in Wisconsin.

All I want is for my little brother to have a safe home.

Last week mom was hospitalized. She has a 14 year old son (my brother). He’s the one who called me.

She has also had an addiction to pills for the last 8 years (opiates, benzos, sleeping pills, amphetamines, etc) anything she can get her hands on. But these are all prescribed as a result of obesity, disability, ptsd, diabetes and mental illness. and as a result of the at least 30+ prescriptions, she has been hospitalized for a week every 3-4 months. She’s been diagnosed with all these conditions because she has full blown Münchausen syndrome.

She is in complete denial that she has an addiction to both sleeping pills and pain medication.

Every time he calls me, I go pick him up and care for him at my house until she gets out for weeks at a time. And every time I see their living conditions, it gets worse and worse.

This time I go there to get him and it’s the worst I’ve ever seen:

Trash everywhere. Mouse shit all over the trash. Moldy and rotting food in the fridge and cupboards. Her bedroom has huge caches of pills, both empty and full. And needles. Fucking needles. In both in a sharp box and out in the open. I don’t even know what they’re for. Then I find the NEIGHBOR’S prescriptions by her bed. Heavy narcotics. And a suicidal diary as well.

I took as many pictures as I could, got my brothers school stuff and got out of there.

I’ve been calling CPS for a week straight. They never called back or came to talk to my little brother. So I went to her house and called the police outside her door to see all the pills and needles.

They refused to come in unless they had her permission. They call her and of course she says “fuck no” and all hell breaks loose. She miraculously get better and gets out of the hospital, picks up my little brother from school and calls the police on me. She says I stole her pills. They search my house (I let them) they find nothing of course, and then she leaves and goes to her house with my bro.

She goes home and throws him around and takes his phone from him. He secretly using his tablet to msg me on Snapchat and he says there’s no edible food and she’s passed out in bed high. I call a welfare check. They don’t do shit though because mom turned off all the lights and made my brother be quiet. They said they “couldn’t make contact”

The next day My little brother calls me. He is hysterical and screaming about mom hurting him. I said I was on my way and I told him to call the cops.

As soon as I get there they tell me that my mom is the victim and my brother assaulted her because he’s a rebellious teen and she’s a poor and sickly woman so shame on him. And shame on me for enabling him. I tried showing him all the pictures on my phone and giving context to the events leading up and he complete blew me off saying “his job is done”

They totally bought her story. They leave.

What else can be done at this point? I’m planning on calling his school councilor tomorrow to make another report, but am I talking to the right people? CPS hasn’t done anything at this point.
