Ontario, hit by woman on her cell-phone but charged and I need advice

I was driving down a road traveling 80kmh, clear conditions and it was quite sunny. I was approaching an intersection to which our road had no stop sign. It was a single-lane road on both sides, with a solid line separating the two lanes.

There was a road to my right as I approached the intersection and a driveway to my left. I wanted to pull into the driveway so I slowed down from 80km/h and turned on my signal. There was no oncoming traffic and the intersection was clear. I slowed in my approach and proceeded to make my left hand turn.

While I was making my turn a woman behind me did not see my indicators that I was slowing down or turning left and she went to overtake on my left hand side. Our cars made contact at my front wheel on the drivers side and I was sent spinning in the intersection 180 degrees.

Upon initial investigation the police officer investigating the incident said that it was without a doubt the fault of the other driver and promptly charged her.

This morning I received a phone call from the investigating officer that his supervisor had informed him that he charged the wrong person and the person making a left-hand turn is always at fault. He then informed me that he would be charging me instead. This is all I know and have not received any further information.

I'm extremely confused about this situation.
