[PA] bought a house less than a month ago and the sewage that “passed inspection” needs to be replaced.

My husband and I bought our first home on 3/15/2019 and moved in on 3/30. Since moving in we’ve had a plumber at the house to snake the drain due to it backing up into our basement 3 times. Last night he came and attempted to scope it to see what the issue may be. The scope going from the yard towards the house showed that the pipes badly need to be replaced. 


He was completely unable to scope it the other way towards the street as he tried for two hours and couldn’t get the camera through the trap. He said 1. It is highly unlikely that this portion of the drain was scoped recently, 2. What portion he could see should not have passed inspection and it is impossible that it’s only gotten to that point in one month and 3. The only alternate entry point (in the house) according to him has not been opened in years.

In our township, by law, to obtain a U&O the seller must have the lateral sewage inspected. I called the township who gave me the number for the plumbing company who did the inspection. They told me it was done March 8th and passed without any outstanding remarks. 

Of course the township came out and checked their end of things and whatever the issue is is on our end leaving us financially responsible to replace all of the pipes from the house to the street.
Not sure where to start here or if there’s anything we can do, happy to provide any additional info.
