[WY] My neighbor keeps the blood and remains of animals in his pool

My neighbor is a hunter and skins animals in his backyard. He drains the blood in the pool and tosses the bones in there as well. It's absolutely disgusting and attracts flies and other pests. He takes weeks to clean it. Our backyards aren't fenced in. Does this break any law? Can I report this?
