Chester County, PA
Today we received a "courtesy letter" from our local police department informing my husband of an open warrant out for his arrest regarding an unpaid parking ticket.
This is the absolute first time we are hearing of this alleged ticket. We never received any prior letters regarding the ticket in question (or else we would have just paid it). Parking tickets in our town are only $20. We each have gotten one since moving here and paid it right away.
After some research, I was able to pull up the docket and the public court summary. I found out that the ticket was issued on July 15, 2017 and that the "First Class Summons" was marked as undeliverable! Upon further inspection of the docket sheet, I noticed that the only information listed for his address is the town that we lived in (next town over; 10 mins away) prior to buying our home in 2015.
So, to clarify the info so far:
- Moved to current town: July 2015 (all license and mailing info were long changed at this point.)
- Parking ticket issued on 7/15/17
- First Class Summons Undeliverable: 8/22/17
- The address listed on the docket is old town (no street address), last lived at 2 years prior to the ticket being issued. By July 2017 all of our information had been updated to our new residence for 2 years.
Questions: What can be done about this? We will begrudgingly pay the $20 parking ticket, but $120 is ridiculous considering that we had no clue a ticket was issued in the first place. It seems that the summons was sent to the wrong address, of which the police department would have been notified and they could have taken two minutes to look up our current address based on his tag information.
I'm planning to call on Monday to get more information and I also plan to go through our old bank records to see if we actually DID already pay the ticket in question and that is why we don't remember anything about a July 2017 parking ticket.
edit: Here are the redacted documents
I think this is the original ordinance: LO § 15.7 §§ 705
edit 2: I was able to pull up our texts from that day and he was in town, and he remembers which lot he parked in and that he fed a meter. None of our texts indicate that he knows he got a parking ticket that day.
