[IN] City council member repeatedly breaks the law and lets his off leash dog roam around the town. Cops won’t do anything about it. Who can I report this to so that he and others in my town stop breaking this law?

Not sure if this is the right place for this post, but I’m at the end of my wits. This council member, and several other people in my small town, for some reason don’t feel it’s necessary to put their dogs on a leash and let them roam around town like it’s no big deal. In the past 3 years my dog and I have been attacked on our walks four times, once by the dog owned by the city councilor, and chased after maybe a dozen times. My roommate was bit by a different off leash dog from a repeat offender, who is currently running for city council, a few months ago as well. The cops say they write these people citations for it, but when I check their public records no such citations show up.

I’ve gone to city council meetings and demanded for change about this problem, but since last year nothing has been done. The mayor says he created an independent council to investigate it, but so far nothing is being done to enforce it.

I suspect because it’s a small town they let these kinds of things slide, but in my mind this is still corruption. Who can I report this to if the police wont enforce it? Or am I just SOL?
