No heat in apartment (Maine)

Unfortunately not a first time poster... even about this current apartment.

On March 1, my building was sold to new owners. They moved in on the first floor, and we have established good communication with them. As of this morning, I have woken up to low temperatures in our (partner and three kids under 10) apartment. The thermostat says 55 degrees, but I believe even that to be inaccurately high. We do not have hot water either. I immediately texted the landlord and apologized for disturbing them so early, but then explained the issues. Both heat and hot water are included in the lease. Maine also has a warrant of habitability law requiring 68 degrees indoors. I’d like to give the landlord the benefit of the doubt, but with no response being forthcoming, how long do I HAVE to do that before I can proceed to the next step in the process? According to a local legal aid website, the next steps are calling code enforcement and/or possibly getting the heat turned back on myself either through repair and deduct or calling the city.
